The Gambia’s National Human Rights Commission (NHRC) has reported receiving 71 complaints of alleged human rights violations in 2023, underscoring both the challenges and progress in the country’s human rights landscape. The findings were presented before the Finance and Public Accounts Committee (FPAC) of the National Assembly on Tuesday, May 19, 2026.
Investigations and Redress
According to the NHRC, 45 of the complaints were successfully investigated, with recommendations forwarded to relevant institutions for implementation. The Commission emphasized that its work goes beyond case resolution, extending to systemic monitoring of detention facilities and prisons. Interviews with detainees revealed persistent challenges, prompting the NHRC to issue recommendations aimed at improving conditions and safeguarding rights.
Building Awareness and Capacity
The Commission also highlighted its efforts to strengthen human rights protection through outreach and education. In 2023, it organized: Nine capacity-building programs for duty-bearers, twenty awareness-raising activities across communities and Nineteen radio programs to engage the public.
“These initiatives have not only increased public awareness of human rights but also enhanced the skills of institutions tasked with protecting them,” the NHRC noted in its report.
2023 Financial Report
The National Human Rights Commission reported total receipts of D84,555,287.14 in 2023, with expenditures amounting to D76,335,896.52.
Funding was drawn from both domestic and international partners, forming a consolidated budget of D84,681,238.00. Key contributions included: Government Local Fund (GLF): D68,482,448.00, British High Commission (BHC): D9,117,551.00, United Nations Development Programme (UNDP): D5,102,212.00, French Embassy: D477,060.00, United States Embassy: D1,090,717.00 and Danish Embassy: D411,250.00
This financial framework reflects the Commission’s reliance on both national resources and international partnerships to sustain its operations and expand human rights initiatives across The Gambia.
Oversight and Accountability
The Finance and Public Accounts Committee (FPAC), which received the report, plays a crucial role in ensuring accountability in public financial management. Its responsibilities include reviewing government budgets, scrutinizing audited accounts, and advocating reforms to strengthen governance and reduce corruption.
Global Significance
The NHRC’s report reflects broader themes resonating across democracies worldwide: the importance of checks and balances, the fight against corruption, and the protection of fundamental rights. By investigating violations and monitoring institutions, the Commission reinforces public trust in governance. Meanwhile, FPAC’s oversight ensures that public resources are managed transparently, aligning The Gambia with international standards of accountability.
